About Maryland's HIV Planning Group
The purpose of the Maryland HPG is to inform the development and maintenance of the Maryland Integrated HIV Plan addressing the full continuum of HIV-related activities in the state, from prevention, testing, linkage to care and treatment of persons living with HIV/AIDS.
The HPG is a required activity for jurisdictions within the United States that receive funding for HIV prevention and care services from the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA). The HPG is a collaboration between the state health department and the communities affected by and at risk for HIV infection. People from different walks of life and different interests, responsibilities, and involvement in HIV prevention come together as a group to plan how to prevent HIV infection where they live. The Transgender Response Team supports the work of the HPG by providing presentations, sharing data, and making recommendations for programs and program improvement based in the lived experiences of transgender and nonbinary people. |
For more information about the HIV Planning Group, including membership opportunities, please contact Carmi Washington-Flood at [email protected] or by calling (443) 469-8248.

Supporting the September 3, 2020 HPG Meeting on Gender Affirming CareThe Transgender Response Team is supporting the HIV Planning Group for their September 3rd meeting. This is the first of several Stakeholder Engagement Meetings to help inform the development of the 2021-2025 Maryland Integrated HIV Plan.
While Maryland is making steady progress in reducing HIV among population groups within the state (i.e., forecasted to meet most Ending the HIV Epidemic goals by 2029), the state is lagging behind in achieving these same gains among African-American youth, transgender persons, and Hispanic/immigrant communities. The Maryland HPG is proposing to spend a portion of upcoming meetings in September, December (2020), March, and June (2021) to explore social and structural determinants affecting the HIV outcomes observed in African-American youth, transgender persons, and Hispanic/immigrant communities. The goal of this exercise is to evaluate the structural competence of systems of care and to identify best practices to serve all Marylanders. |
What is Gender Affirming Care?Gender Affirmation is a unique determinant of transgender health and wellbeing globally. It refers to the process of having one's gender affirmed or recognised. There are four key gender affirmation domains:
1. Social: Name; Pronoun; Gender expression 2. Psychological: Sense of self or authentic identity; Access to counselling, trans-competent mental healthcare 3. Medical: Hormones and safe prescribing; Reproductive options; Trans-competent primary and preventive healthcare; Gender affirming surgeries and procedures; Voice and communication therapies; Guidelines for transgender healthcare. 4. Legal: Effective anti-discrimination legislation; Right to autonomy and self-determination; Right to recognition under the law; Legal name change; Legal change of gender marker/designation Source: The Lancet, Transgender Health Series, 2016 https://www.thelancet.com/series/transgender-health Gender Affirming Care Infographic |
